Every 500 metres along Grace Bay thier is a public Beach Access. All of the Resorts are also open to the Public except for Beaches Turks and Caicos Resort or Club Med as they are the only two all inclusive places. You can buy a day pass if your wish. There is a round building with a Green Roof across from the Bight Childrens Park. I highly recommend taking a tour they have a display of the continental shelf and the ocean floor, it is very educational and beautiful.
