Located at the Inn at Spanish Bay (NOT at the Pebble Beach Lodge, like this map says). Fantastic view of the ocean and the golf course, fire pits outside for pre-dinner drinks, amazing food!

I admit, I am biased: I worked here while going to grad school. However, the food is great, the salad bar is HUGE, and the view is amazing! Right on the water: look for the otters.
